If we have 2 propellers on each side with one lower in the water than the other we could help control the pitch some. If we wanted the front up we could thrust with the lower 2 propellers. If we wanted the front down we thrust with the upper 2 propellers.

Having 2 propellers on each side also gives us redudancy in case of failure.
