Please make a table of 10 countries with a good combination of these:
 1) high "economic freedom index"
 2) low total government spending (all levels of government) as a percentage of GDP
 3) good average yearly growth rate for the last 20 years
 4) low crime/terrorism/war risk  
For each country also have a column briefly explaining what mechanisms have kept
the  government size down.

It is fine to use even very small countries.
